Prison/Jail as an Ultimum Remidium, Is it Effective?

High criminal rate in Indonesia creates Indonesia in need of more prisons/detention centers. Penalties for prisoners who violated the law which can sometimes last a whole life make prisons in Indonesia be insufficient. Prisons according to the Criminal Code are considered as the most effective method of punishment and believe to be capable of providing deterrent effects for perpetrators of crimes. Is this true? Because it found out that there are many prisons/ detention centers that have amazingly complete facilities, even tend to be luxurious. Only by having big amount money, prisons/detention centers can be transformed like boarding houses or even like two star hotels, complete with its amenities. Could it give deterrent effect to the perpetrators of crimes by being in a prison/ detention center that looks like a hotel? How should prisons/detention centers be built?.
