This research aimed to identify the teaching factory-based model of the Regional Public Service Agency (RPSA) and its policies regarding the school's financial independence. It was conducted in Vocational High School 5 Surabaya. This is a qualitative research with descriptive analysis. The subjects of the research were the Head of the Program and the Manager of RPSA. The data were obtained through an interview, observation, and documentation. The results showed that the school had applied the teaching factory-based learning model. Furthermore, the learning model can improve the public service and welfare by providing the flexibility of financial management based o the principles of economics and productivity and the implementation of healthy and independent business practice.
