The article substantiates the role of intergovernmental relations in the system of budget regulation. Promising areas for the development of the domestic system of local budgets are identified, based on the priorities of state financial policy and the strategy of socio-economic development of the country. Methodological approaches to medium-term forecasting of revenues and expenses of local budgets are considered. It is concluded that an important direction of budget regulation of local budgets in Uzbekistan is budget decentralization, and the level of decentralization of revenue powers should be determined taking into account the financial capabilities of the country, territories, and priority areas of fiscal policy for the medium term. The relevance of the problem. Local budgets are a significant part of the system of budget regulation and an effective tool of the fiscal policy of the state. The state of economic and social infrastructure of administrative territorial units depends on the quality level of their formation, including: - housing and communal services; - transport; - communications; - educational institutions, health care, culture. As well as the socio-economic development of the regions and the country as a whole. The scientific novelty of the results is the determination of the role of intergovernmental relations in the system of budget regulation, which includes: the distinction between expenditure and revenue powers between authorities at different levels; distribution of expenses and income between budgets; budget alignment; relevant tools and methods of financial regulation. According to the author, all this will contribute to enhancing the effectiveness of fiscal policy, balanced development of the budget system, financial support for the implementation of functions and tasks of local governments. The formation of local budgets as a significant component of the budget regulation system necessitates a theoretical generalization and rethinking of existing approaches regarding their role in the socioeconomic development of administrative-territorial units and ensuring the welfare of citizens.
