Economic Efficiency Assessment of State Property Management Activities (Case Study of the Khanty-Mansi Autonomous Okrug–Yugra, Russia)

Abstract

The paper delivers a prospective approach to the economic efficiency assessment of state property management activities of the regional level, the Khanty-Mansi Autonomous Okrug–Yugra case study. The classification of basic state property management models distinguishing their key advantages and disadvantages has been performed. It has been revealed how the advantages of a centralized management model are formed amid modern development trends of public administration system – socialization, transparency and digitalization. The current (dual) state property management model for the Khanty-Mansi Autonomous Okrug–Yugra has been conceptualized and characterized. Considering the justified need for employing new forms of state property management, the authors have developed a prospective (centralized) regional model of state property management. They offer a metrics system for economic efficiency assessment of state property management activities in the region, complementing and improving the current efficiency assessment methods considering the transformation of the management model.
