The GramSabha is a concept in Indian rural scenario of Gram Panchayat (local self government), intending to represent ordinary people’s rights according to constitution. People use the forum of the Gram Sabha to discuss local governance and development, and make need- based plans for the village. The decisions are taken by involving the general mass of population irrespective of class, caste, gender distinction and political partisanship . It refers to supremacy of the people. The Gram- Sabha enables each and every citizen of the village to participate in decision making related with social rights as per constitution at the local level. It provides a political forum to people in the villages to meet and discuss their common problems, consequently understands the needs of the community and analyses the development of the village and ensures the transparency and accountability in the functioning of the village Panchayat. Our research indicates that due to unavailability of villagers in the policy meetings at scheduled time, there might be chances of biased decisions taken in finalizing the policies. Therefore, there is requirement of a full proof mechanism which ensures the availability (Through digitization) of people in meetings so as to make the decision-making system valid. In this paper, we present the objectives and aims of making the Gram-Sabha digitized by designing an android application. The digitization includes routine functionality of Gram-Sabha in more effective way. One of the features of our application is that it provides event/meeting notifications and alerts of schedule of upcoming meeting and other details. Moreover, our application also provides video broadcast feature which allows people to go live and attend meetings. We name the application as DGram.
