The article substantiates the process of increasing the level of education at the university through technology and control over the formation of functional literacy as the basis for the development of students’ professional competence. The essence of functional literacy as the basis for the development of professional competence of university students has been clarified. The pedagogical conditions for the formation of functional literacy are identified and theoretically justified. Evaluation criteria and indicators for the formation of functional literacy of students were developed, and adequate methods for diagnosing the formation of functional literacy of university students were selected. The technology of the formation of functional literacy has been developed and tested. In the course of experimental work, the effectiveness of the implementation of pedagogical conditions for the formation of functional literacy as the basis for the development of professional competence of university students was determined. The results of the study are recommended for practical use in universities at the pedagogical conditions that we developed for the formation of functional literacy as the basis for the development of professional competence of students.
