For innovative learning, the Internet is the source of information for educators, students, and parents. Realizing the importance, the Malaysian government has been spending billions on information technology infrastructure and educational technology collaboration software to all the schools. Despite this, the usage of technology is disappointing, resulting in the wastage of resources as well as negating the long-term objectives outlined in the Malaysian education blueprint. While the adoption of technology itself is a problem, the use of technology integration in education can lead to negative results if it is not used appropriately. The previous digital divide research in Malaysia has centered mainly on demographic factors, and none has explored the appropriate-use of technology, especially in primary schools. This research contributes to the adoption and diffusion of technology, particularly in schools in developing countries, extending the analysis of the digital divide from level two to level three, which is the Appropriate Use of technology for its positive impact. Further, this research provides a holistic view ofthe Availability dimension with Autonomy, Accessibility, and Internal Systems as moderators.
