This paper presents external parties that give supports needed by SMEs in adopting IT. This paper also presents environmental uncertainties that influence IT adoption by SMEs. The external parties are government, vendors and consultants (including universities). This study finds vendor supports are perceived more valuable than government and consultant supports. External factors that influence IT adoption by SMEs are business competition and communication with customers.
