Purpose of the study: The purpose of this study is to examine the implementation of Law Number 43 of 2007 and Government Regulation Number 24 of 2014 concerning the implementation of Law Number 43 of 2007 in the State University Library especially the position of the Head of the Library. Methodology: This research uses a juridical development research with a comparison on the normative and the empirical theories apply to the implementation in order to be classified as a Legal-Social research. In this research, the author will use the normative legal research method in the form of legal writing method that is based on legal theories, literature and applicable laws. Main Findings: The shortage of implementation on the regulation concerning library in Universities, regardless to the controversy of the Universities’ libraries, efforts to prepare the improvement in library services and provide both printed and electronic library collections for the purposes of learning and supporting research are demanded. Library plays significant function as a supporting element of a University in achieving the vision and mission that has been aimed. The authority given by the policy makers for the librarian to lead the library according to the applicable regulation is advised. Notwithstanding that only 25% of the Head of Library positions in Universities in Java Island are trusted to hold authority. Therefore, the effort to delegate authorities to librarian must be encouraged in the disruption era. Applications of this study: The authorities of the University make decisions are based on interpretation or preferences not based on existing competencies and applicable regulations. Novelty / Originality of this study: Discovering the Implementation of Law Number 43 of 2007 and Government Regulation Number 24 of 2014 concerning the implementation of Law Number 43 of 2007 in the State University Library especially on the Head of the Library.
