In determining the level of financial security of the Russian Federation as a tool for managing social and economic systems, the article uses the SWOT analysis technique, based on the data obtained, measures are proposed to reduce threats and strengthen the level of financial security of the Russian Federation for the most lagging federal districts. Using SWOT analysis, one of the research methods was considered strengths and weaknesses, as well as the opportunities and threats of each of the lagging subjects of Russia. Based on this analysis, recommendations are given taking into account the most lagging areas of activity of the Federal Districts of Russia.
