Comparative Study on Smart City Policy between Korea and China Focused on SEJONG City and XIONGAN New Area

Abstract

Smart cities are spreading rapidly in order to respond effectively to the urban problems, preemptively respond to the fourth industrial revolution, and create new growth engines. Currently, Smart City is pursuing competitively in various countries around the world based on the global low growth trend, the rapid development of advanced ICT, and increasing urban development demand. In January 2018, the Korean government designated Sejong City and Busan Eco Delta City as national demonstration areas. China‟s government has announced a full-scale „XIONGAN New Area‟ development in April 2017. Both Korea and China are promoting smart city policy as a national policy. In terms of governance, the Xiongian New Area in China is showing a stronger and more cooperative image in Korea and China's smart city promotion policy. In the Smart City policy progress, Korea and China have a similar appearance. Therefore, it is necessary to share Korea‟s trial and error experience with China. Therefore, in the case of Northeast Asia, it is necessary to establish a smart city network centering on China and Korea, and to cope with the global market together with sharing knowledge and experience.
