The objective of this study was to identify the characteristics of the demand for a policy of a new town in urban-rural complex area by analyzing civil complaints using text mining. The results of this study showed that although they belonged to the same municipality, the new town had different a clearly housing environment from the surrounding areas, and different factors caused inconvenience to residents. According to the civil complaints, even these areas belonged to the same administrative disctrict, the old downtown, rural areas, and the new town areas had very different residential environment and showed different demographic characteristics. It will be necessary for local government to think about how to create a win-win relationship between the adjacent areas, showing very distinct characteristics.
